Message from the Superintendent of Pelham Utilities
On May 21, 2013, the Pelham City Council passed Ordinance 156-6 changing how residential sewer use charges are assessed. Beginning July 1, 2013, residential sewer use charges will be based upon the customer's water use history for the months of October through March (six months).For new customers, the initial sewer use charge shall be determined by the actual water consumption for the first billing cycle. Thereafter, the use charge shall be billing cycle to billing cycle until the customer has acquired an October-March water use history from which to base the sewer use charge.
This new assessment practice does not affect water rates or how commercial sewer use charges are assessed.

Effective March 1, 2019
Residential and Commercial
$16 per month for 0 to 3,000 gallons then $4.16 per 1,000 gallons thereafter; 4% State Sales Tax will apply.
Residential & Commercial outside the City of Pelham
$19.00 per month for 0-3,000 gallons then $4.79 per 1,000 gallons thereafter; 4% State Sales Tax will apply.
Social Security/Social Security Disability
$5.60 per month for 0-3,000 gallons then $2 per 1,000 gallons thereafter; 4% State Sales Tax will apply. To qualify residents must have a household income derived solely from Social Security or Social Security Disability.
Definitions:
- Residential Customer Category includes: A single family premise used for residential purposes and served by an individual water meter for the premises. Users served by master meters shall be classified as commercial customers.
- Social Security or Social Security Disability Fixed Income includes: Accounts that have met the guidelines established by the City Clerk.
- Residential-Access to system but not connected includes: Accounts that have met the guidelines established by the Pelham Water and Sewer Department.
- Commercial Category includes: Any user not classified as residential. Commercial users include but are not limited to businesses, industries, offices and residential uses such as apartments and mobile home parks served by master meters.
- Significant Commercial (High Strength user or Commercial Fast Food user) includes: Any commercial user discharging waste water into the system with BOD (Biochemical Oxygen Demand) greater than 250 milligrams per liter of waste water.
Sewer Rates
Effective December 1, 2014
Residential
$24.30 per month for the 1st 3,000 gallons then $6 per 1,000 gallons thereafter
Social Security/Social Security Disability
$22 per month for the 1st 3,000 the $4 per 1,000 gallons thereafter
Residential-Access To System but Not Connected
$24.30 minimum flat rate monthly charge
Commercial
$60.75 per month for the 1st 7,500 gallons then $8.10 per 1,000 gallons thereafter
Significant Commercial
$88 per month minimum for the 1st 7,500 gallons then $11.74 per 1,000 gallons thereafter
